PA ABLE Savings Program

Verified · October 23, 2026 Deadline soon — check dates

PA ABLE is a savings program that lets people with qualifying disabilities save and invest money without losing means-tested benefits like SSI and Medical Assistance (Medicaid). Money in the account can be used tax-free for qualified disability expenses such as education, housing, transportation, health care, and employment training and support. Accounts are opened online or by phone, and family and friends can also contribute. Contributions from all sources are limited to $20,000 per year, with higher limits possible for working account owners through ABLE to Work.

Pennsylvania Treasury Department
Who qualifies
You must have a qualifying disability that started prior to age 46, shown either by entitlement to Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) benefits based on blindness or disability, or by self-certification of a disability. You do not have to be receiving disability benefits to be eligible, and residents of all states can open a PA ABLE account.
Documents needed
If you self-certify, you need a written diagnosis related to your disability signed by a physician who meets Social Security Act criteria. Keep documentation in case you are asked for it by a federal or state agency.
How to apply
Open an account online at paable.gov or call 855-529-2253. An adult with legal capacity can open their own account; for a minor or an adult without the legal capacity to enter into a contract, an Authorized Individual opens the account in this order of priority: someone with Power of Attorney, legal guardian or conservator, spouse, parent, sibling, grandparent, then representative payee.
