The Weatherization Assistance Program provides free weatherization and energy efficiency improvements to owner-occupied houses and tenant-occupied rental units in the City of Philadelphia. Based on a free energy audit, an eligible property may receive weather-stripping, caulking and repair of primary windows and doors, hot water heater replacement, wrapping of hot water pipes and heating ducts, refrigerator replacement, insulation and air-sealing, heating system repairs and efficiency changes, and in-home energy education. Properties may be served once every 15 years.
