Heater Hotline

Verified · October 23, 2026 Deadline soon — check dates

For over 30 years, ECA has operated Philadelphia’s only emergency hotline for income eligible residents facing heating system breakage during winter, coordinating free heater repair to keep residents safe and warm. Repairs can include oil burners, gas valves, thermostats and heating controls, chimney and flue, circulators and blowers, and heating pipes. The program does not provide new heating systems and does not work on hot water heaters; if a system is beyond repair, ECA refers the case to PHDC’s Basic Systems Repair Program.

Organization
Energy Coordinating Agency (ECA)
Address
106 W Clearfield Street
Who qualifies
Homeowners who own and occupy a single-family home (and do not own more than one property), have a heating system in need of repair (not replacement), and have a household income not greater than 150% of the Federal Poverty Level. Apartments and businesses are not eligible, and the program cannot support renters.
Income limits
Household income not greater than 150% of the Federal Poverty Level (as stated on ECA's Heating Support page).
How to apply
Call the Heater Hotline at 215-568-7190. ECA's page warns: due to the volume of calls during heating season, you will likely reach the answering service, and the team will call you back as soon as possible. Renters, and anyone who knows they need a whole heating system replacement, are directed by ECA to apply to LIHEAP instead (LIHEAP Energy Assistance Office, 215-560-1583).
