The Tangled Title Fund is a grant program to help preserve affordable housing, prevent homelessness, and strengthen communities. Grants are awarded to low-income persons seeking to clear legal title to their homes, and help cover administrative, legal, and other costs that may arise in resolving a homeownership issue. The fund does not provide help with legal issues itself; it pays costs while you work on resolving your tangled title.
- Organization
- City of Philadelphia, funded through its Division of Housing and Community Development (DHCD); administered by Philadelphia VIP
- Address
- 1500 JFK Blvd, Suite 1850
- Who qualifies
- Low-income persons seeking to clear legal title to their homes. The property with the tangled title problem must be your primary residence, or you must intend to make it your primary residence after clearing title to it. The house must not be in a dangerous condition. The goal of the case must be to make you the record owner of the property, and there must be a reasonable expectation that this goal can be reached. You must be able to pay, or secure other grants to pay, any amounts needed to resolve the case in excess of the maximum grant.
- Income limits
- Household income may not exceed 80% of the Area Median Income: 1 person $68,750 per year; 2 people $78,550; 3 people $88,350; 4 people $98,150; 5 people $106,050; 6 people $113,900; 7 people $121,750; 8 people $129,600. The applicant may not have more than $20,000 in assets (cash, certificates of deposit, etc.); in calculating assets, the value of the home to which the applicant wants title is not counted. Applicants are eligible for up to $6,500 in costs, though an additional $3,500 will be considered on a case-by-case basis exclusively for the purposes of transfer tax payments.
- Documents needed
- Documentation of household income must be provided in all cases.
- How to apply
- Philadelphia VIP administers the fund, including processing applications and funding requests, and the independent Tangled Title Fund Advisory Committee makes all funding decisions. Requests are generally funded on a first-come, first-served basis, and all disbursement requests are subject to the committee's discretion and the availability of funds. Contact the administrator by phone at 215-523-9553 or by email at tangledtitlefund@gmail.com, or by mail to Jordyn Bernard, Tangled Title Fund, 1500 JFK Blvd, Suite 1850, Philadelphia, PA 19102.
