Philadelphia offers a 25 percent discount on water bills for eligible seniors. You apply with the same single Customer Assistance Application used for TAP, and the City reviews your application for all assistance programs and enrolls you in the one that gives you the biggest savings. The income limit for the senior discount rose to $42,100 for 2026.

- Documents needed
- The Customer Assistance Application asks for proof of residency dated in the last 12 months, name and date of birth for every person in the household, and proof of monthly income for every source of income for all household members.
