Keystone Scholars

Verified · October 23, 2026 Deadline soon — check dates

Keystone Scholars provides a $100 scholarship for every child born to a Pennsylvania family since 2019, to be used for the child’s post-high school education expenses. The $100 scholarship is invested by the Pennsylvania Treasury Department and grows alongside the child, and families can claim the account online and link it to their own PA 529 account to keep saving. The scholarship can be used for qualifying technical, collegiate, apprenticeship, and credentialing expenses once the child turns 18, until age 29.

Organization
Pennsylvania Treasury Department (PA 529 College and Career Savings Program)
Who qualifies
Pennsylvania residents born on or after January 1, 2019, including children born on or after that date who are later adopted by Pennsylvania residents. The child must be a Pennsylvania resident at birth or adoption and at the time the Keystone Scholars funds are used, and must be the beneficiary of a PA 529 account other than the Keystone Scholars account at the time the funds are used.
Documents needed
To claim the account you need your child's date of birth, the ZIP code where the child was born, and the child's birth certificate number or unique code.
How to apply
Claim your child's scholarship online at pa529.com/keystone. Treasury creates scholarship accounts monthly with birth data provided by the Pennsylvania Department of Health, and families receive instructions in the mail on how to claim and view the account about 5 months after the child's birth.
Cost
Free. The program is funded without taxpayer money, by surplus investment earnings from the PA 529 Guaranteed Savings Plan Fund.
