Public housing provides decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities, and PHA owns and operates approximately 13,000 units. PHA’s Public Housing waiting lists are partially open: under PHA’s HUD-approved FY2027 Moving to Work plan, the lists are currently open only to applicants who require a wheelchair accessible unit, applicants aged 55 and older, and applicants referred to PHA from external agencies with a PHA referral agreement. PHA’s older Admissions page still states that its Public Housing Program wait lists were closed on April 15, 2013; the FY2027 plan is the newer source and is the framing used here.
