Food Stamps in Philadelphia: How SNAP Works in Pennsylvania

SNAP — the Supplemental Nutrition Assistance Program, still called “food stamps” by most people — puts money for groceries on an EBT card every month. In Pennsylvania the card is the ACCESS card, and applying is free on COMPASS, the state’s benefits site. This guide walks through who qualifies in Philadelphia, how much you can get, and how to apply without paying anyone.

How much can you get?

Your monthly amount depends on household size and income. The maximum monthly amounts (as of October 1, 2025) are $298 for a household of 1 and $994 for a household of 4, with up to $218 more for each additional person. Most households get less than the maximum — the state figures your amount from your income after deductions (a standard deduction, part of your shelter costs, and others). Even a smaller monthly amount frees up real money for rent and bills.

Who qualifies?

The first test is gross monthly income — for most households, at or under $2,610 for a household of 1 or $5,360 for a household of 4 (as of October 1, 2025), with $918 more allowed for each additional person. Households with an older adult (60+) or a person with a disability are tested on net income instead, and deductions can help you qualify even if your pay looks a little high. Working people, students in many cases, and many immigrants with lawful status can qualify. Since November 1, 2025, Pennsylvania applies expanded work requirements to more adults — but many people are exempt (caregivers, people with health limits, pregnant women, and others), and the county office works that out with you. It is not a reason to skip applying.

How to apply — free

  1. Online: apply on COMPASS, Pennsylvania’s benefits site — always free.
  2. By phone: call 1-800-692-7462 for SNAP help and application information.
  3. In person: apply at your local County Assistance Office (CAO).

You will need ID, proof of where you live, and proof of income. After you apply, the county schedules a short interview (usually by phone) and tells you exactly what else they need. Never pay a website or a person to file a SNAP application — the official application costs nothing.

SNAP rarely travels alone. Families on SNAP often also qualify for WIC (pregnant women and kids under 5), free school meals, and summer grocery money through SUN Bucks. If food is urgent today, Philadelphia food sites hand out groceries with no application at all — see Food Finder and Philabundance.
